An EIS have to be a requirement for any project close to coral reefs.

Yes, no permitting without EIS!
Isn't this what CERCLA is all about??? Or the ACOE believes it's above the law. Wasn't the Coral Reef (Presidential) Task Force meeting recently in the Virgins?
What about manatees, sea grasses & sea turtles???
