We, the undersigned, call on Belgium to support the EU Reparation Loan to Ukraine—a ~€140 billion facility backed by immobilised Russian Central Bank assets held in the EU (a large share at Euroclear in Belgium) and by Ukraine’s future reparation claims against Russia. This design does not confiscate the principal now; instead, it uses cash balances and revenues associated with the immobilised assets as collateral and sets repayment from Russian reparations and the ongoing proceeds, in line with EU law and G7 coordination.

The Reparation Loan is a legally defensible, financially prudent, and morally right way to ensure Russia pays for the damage, while providing immediate, predictable financing for Ukraine’s defence and Europe’s security. It reduces the burden on EU taxpayers and strengthens Europe’s resilience.

Belgium plays a key role. Blocking or delaying this solution would be a tragic mistake with serious Europe-wide security risks —Belgium included.
Ensure that Russia pays for the damage — not Europe. Make Russia Pay — not Europe.

My, níže podepsaní, vyzýváme Belgii, aby podpořila reparační úvěr EU pro Ukrajinu — zhruba 140 mld. eur, krytý imobilizovanými aktivy Ruské centrální banky v EU (jejich významná část je v Euroclearu v Belgii) a budoucími reparačními nároky Ukrajiny vůči Rusku.

Tento mechanismus nyní nekonfiskuje samotný kapitál; využívá hotovostní zůstatky a výnosy spojené s imobilizovanými aktivy jako zajištění a počítá se s úhradou z ruských reparací a průběžných výnosů, v souladu s právem EU a koordinací G7.

Reparační úvěr je právně obhajitelné, finančně uvážlivé a morálně správné řešení: zajistí okamžité a předvídatelné financování obrany Ukrajiny a bezpečí Evropy, sníží zátěž pro daňové poplatníky a posílí odolnost Evropy.

Belgie zde hraje klíčovou roli. Blokace či odklad by byla tragická chyba s vážnými bezpečnostními riziky pro celou Evropu — včetně Belgie.
Zajistěme, aby škody platilo Rusko — ne Evropa. Make Russia Pay — not Europe.
