Rent To Own housing for non finance qualifying citizens

To City of Cape Town housing department. How is it that our people being on housing waiting list for 10 years and above still stays in backyards?.. There is really a need for those being on the waiting list not qualifying for RDP and also non qualifiers with bank for finance. Why cant there just be a proper Rent To Own with a decent price per month? This would be an advantage of those suffering and a bigger advantage to goverment as they will be able to assist more families who dont qualify either way... Please help us get rid of the wendy's and stresfull rental amounts
