Petition to restrict speed at Bagginswood

I am a resident of Kinlet and would like to formally request the implementation of a 30mph speed restriction and the installation of a pedestrian pavement along the B4363 at the Bagginswood junction. This stretch of road presents significant safety concerns for both residents and road users.

The area is frequently used by pedestrians, including children, dog walkers, and horse riders, yet lacks any dedicated footpath or refuge. Visibility is limited due to bends and hedgerows, and vehicle speeds often exceed safe limits for a mixed-use environment. Critically, this location serves as a regular pick-up and drop-off point for schoolchildren, who must cross the road and walk along the carriageway to reach transport or home—often during peak traffic hours. My son is now dropped of by bus on this road at this junction and I fear for his safety along with the other children on this

• In January 2017, emergency services responded to a collision involving a Land Rover and a Ford Mondeo near Meaton Lane, resulting in road closure and extrication of a passenger A- In September 2015, a three-vehicle collision near Kinlet Bank left three individuals hospitalised, including one driver trapped for over forty minutes and another whose vehicle was thrown into a nearby field

These incidents underscore the urgent need for traffic calming and pedestrian infrastructure. Given the nature of the road and its proximity to residential properties and school transport activity, I believe the current national speed limit is inappropriate and inconsistent with the safety needs of the community. A reduction to 30mph would align with best practices for rural residential zones and support safer shared use.

It is also very dangerous for traffic turning right into Meaton lane as it is on a blind bend and therefore does not allow for notice of drivers at high speeds to slow down in time.

I also would like to request a feasibility assessment for pavement installation along this stretch. The absence of a footway forces pedestrians into the carriageway, increasing risk and discouraging active travel.
