SUBJECT: Demand for the Review and Overturning of the 60/40 Electricity Council Resolution.
We, the undersigned residents of Bakenpark Ward 3 Dihlabeng Local Municipality, hereby submit this petition to formally raise our serious concerns regarding the 60/40 electricity payment Resolution that has been implemented by the municipality.
OUR CONCERNS:
1. The 60/40 electricity penalty Resolution is a council resolution of the Dihlabeng Municipal Council and can therefore be reviewed, amended, or overturned.
2. The implementation of this resolution unfairly only targets 11 Wards, which are being held accountable for outstanding debt and subjected to weekly electricity cutoffs.
3. Other areas are not being held accountable for outstanding debt and are not penalized with electricity cutoffs, despite receiving the same Municipal services.
4. The selective enforcement amounts to unequal treatment and discrimination.
5. The municipality can not lawfully or morally punish specific Wards while allowing others to continue receiving uninterrupted services.
OUR DEMANDS:
1. The 60/40 electricity council resolution be urgently reviewed with the intention of being overturned or suspended.
2. All Wards be treated equally with regard to debt recovery and service delivery.
3. All electricity cutoff threats against the affected Wards be stopped immediately.
4. Dihlabeng Local Municipality must engage directly and transparently with the affected community.
Time frame and Method of Response:
The municipality is given thirty (30) days from receipt of this petition to provide a written response and hold a public meeting with the community.
