Petition Against Overdevelopment in Our Neighbourhood

We, the undersigned residents of Wonderboom South, formally object to the proposed development by the property owner of 822 5th Avenue, Wonderboom South, who is constructing 15 or more rental rooms/small houses on a single residential plot.

This development poses serious risks and concerns for our community, including but not limited to:

1. Violation of Zoning Regulations

• The property in question is zoned for Single Residential (SR1) use, which is intended for one household per property.

• The construction of multiple rental units is in direct conflict with municipal zoning by-laws.

• Such densification without rezoning approval undermines town planning principles and sets a dangerous precedent for future uncontrolled developments.

2. Impact on Public Safety and Services

• The property is located close to schools and hospitals, areas where safety, order, and regulated traffic flow are essential.

• Increased population density will lead to traffic congestion, posing risks to children walking to school and ambulances accessing the hospital.

• Overcrowding may put undue pressure on water, sewage, and electricity infrastructure, which is not designed for such high-density living.

3. Decrease in Neighborhood Value and Livability

• Large-scale rental developments can negatively affect property values in surrounding areas.

• Noise, parking shortages, and possible social issues related to overcrowding will reduce the overall quality of life for residents.

• The character of our neighborhood—currently a safe, family-friendly, low-density residential area—will be permanently altered.

4. Environmental and Health Concerns

• Overpopulation on a single property increases the risk of illegal waste disposal, poor sanitation, and environmental degradation.

• Strain on municipal waste collection and stormwater systems could contribute to flooding and pollution.

5. Precedent for Uncontrolled Development

• Allowing this project to proceed without proper rezoning and community consultation will encourage other property owners to bypass zoning laws, creating long-term planning chaos.

Our Request

We respectfully call on City of Tshwane / City Council to:

1. Enforce zoning by-laws and immediately halt construction on the property.

2. Require the property owner to submit any proposed changes for proper rezoning applications and public participation processes.

3. Protect the safety, stability, and character of our neighborhood for current and future generations.
