Support the Implementation of a Controlled Parking Zone (CPZ) in Homecroft Gardens, Schoolhouse Gardens, and Adjacent Roads

We, the undersigned residents and local stakeholders, call upon the North Essex Parking Partnership (NEPP) to urgently implement a Traffic Regulation Order to establish a Controlled Parking Zone (CPZ) covering Homecroft Gardens, Schoolhouse Gardens, Lucton Mews, Maybury Close, and Bryony Close.

The need for this action has become critical following the recent occupancy of two major residential developments on Borders Lane. These developments, as highlighted in Appeal Decisions APP/J1535/W/20/3258787 and APP/J1535/W/20/3263876, were approved despite widespread concern from residents about the risk of parking spillage into surrounding streets. While assurances were made that “further restrictions” would be introduced to manage this issue, no such measures have materialised.

As a result, our neighbourhood is now experiencing severe parking problems:

  • Pavements are regularly blocked on both sides of the road, forcing wheelchair users, mobility-impaired residents, and parents with prams into the road, placing them in direct danger.

  • Emergency service vehicles are struggling to access our roads due to obstructions.

  • Residents are often unable to access their own driveways or find on-street parking near their homes.

We believe a Controlled Parking Zone is a necessary and fair solution to restore safe, accessible, and manageable parking in our area. A CPZ will prioritise parking for residents and improve road safety, while discouraging long-term non-resident parking.

We urge NEPP to take immediate steps to:

  • Draft and implement a Traffic Regulation Order covering the affected roads.

  • Engage with residents to ensure the scheme reflects local needs.

This petition demonstrates strong local support for these measures. We ask NEPP to act now before the situation worsens.
