This is just wrong. People who are into drugs, chased by police, disturb the peace and so on get houses. While doing nothing. Here's a woman wanting to work for a roof over her head and they say no. They'd rather leave a property empty and open to squatters and vagrants rather than let her sort it. It makes no sense
