Building of new universities in South Africa for all students to be admitted

I am creating this petition with the intentions of abolishing the current obstacle we have in South Africa of not all students being admitted in the universities due to the large number of applications they receive yearly which leads to a very small number being able to be admitted and the reasons for that is. NO.1, students who obtain excellent results are considered first, leaving the others unattended even when they obtain good results as well. No.2, A number of students apply including the ones who matriculated 1-10 years back resulting in universities receiving more than 100 000-500 000 applications yearly where first come, first serve is the option because it's not plausible for all these students to apply simultaneously, it will result in the website being unaccessible. No.3, money is put first in everywhere (South African system works like that). Monied persons can use currency to escape lines and being first in everything, leaving un-affording people to be considered useless and being unattended. No.4, we  have a very large number of foreign people being admitted in the universities, blocking spaces for South Africa's own students being forced to take unplanned gap years, engaging in things they never thought of because of having nothing to do. I'm not against foreign people, but I'm also considering those who deserve such opportunities than those who forcefully take them even though they are not eligible for them. I am doing this because I want it to be fair for those who are not admitted in the universities for 5+ years (some of them) and still looking for the opportunity but keep coming shot, and for those who got good grades but not considered because of not having money to qualify. My intentions are clear. One is that we need more universities in South Africa (3-5 additional) and for every South African to get the same opportunity as others regardless of different statuses, tribes, gender, age, race. Thank you.
