Stop Cheltenham Borough Council from Removing Safety Fence From Victim Tenant

Cheltenham Borough Council is planning to remove a safety fence that currently protects a vulnerable tenant who has been the repeated target of harassment, intimidation, and antisocial behaviour by neighbours. This decision puts the tenant at significant risk of further harm and distress.

 

The tenant has endured months of verbal abuse, harassment, and threatening behaviour, which have been reported to the council and supported by video evidence. One of the major ongoing risks involves a dangerous dog owned by one of the neighbouring individuals, which has shown aggressive behaviour and poses a serious threat. The safety fence provides essential protection and peace of mind for the victim and her dog, who has already suffered considerably.

The tenant did not request the fence for privacy or personal preference — it was suggested at her own expense by Cheltenham Borough Council’s own Anti-Social Behaviour (ASB) team in response to the repeated incidents of harassment and concern for the tenant’s safety. It is therefore deeply concerning that the council is now considering removing this essential safety measure, despite no change in the risk level or ongoing situation. It has also been said that if she does not to take it down, extra charge will be occurred for the council to carry out the work.

 

A TikTok video showing part of the antisocial behaviour has received over 40,000 views, with overwhelming public support to keep the fence in place. Comments from members of the public highlight how unsafe the area appears and urge the council not to remove this vital barrier.

These comments reflect public awareness of the threat I face and support the need to retain the safety barrier, not remove it.

 

Removing the fence would not only increase the risk of harm but would send a message that victims of antisocial behaviour are not being properly protected by the authorities.

Immediately reverse any decision to remove the safety fence

Prioritise the safety and well-being of tenants experiencing harassment

Acknowledge the overwhelming public concern for this tenant’s protection
