Request for Resident Permit Parking in St. Leonards Court, South Yarra

D Dr Jolie Lawrence, Resident of 4/28 St Leonards Court · AU

Submission to the City of Melbourne: Request for Resident Permit Parking in St. Leonards Court, South Yarra

We, the residents of St. Leonards Court, South Yarra, formally request the City of Melbourne to convert a significant proportion of the existing on-street parking within our court to Resident Permit Parking (Area 1B). This is necessary to address severe displacement issues and restore basic residential liveability.

The Need for Action

St. Leonards Court is primarily a medium-density residential area, comprising approximately 37 dwellings but offering only 22 on-street parking spaces. A substantial number of resident households, many of which are young families reliant on two vehicles, do not have off-street parking, leading to high dependence on this limited public resource.

The current unrestricted parking regime results in chronic saturation due to external demand:

  • Major Event Parking: Our court is strategically located near the MCG, AAMI Park, the Royal Botanic Gardens, and the Sidney Myer Music Bowl, leading to continuous parking saturation during public events.

  • Trade Vehicle Domination: Ongoing local construction frequently results in trade vehicles using spaces throughout business hours.

This constant displacement forces residents to park up to 300 meters away in adjacent streets, compromising safety and convenience for families carrying children and groceries.

Proposed Solution

We seek a targeted conversion to Resident Permit Parking to ensure equitable access for permanent residents while maintaining visitor flexibility.

  • Request: Conversion of the majority of the 22 on-street spaces in St. Leonards Court to Resident Permit Parking.

  • Exception: We recommend retaining one specific segment as unrestricted parking for visitors: the approximately five (5) parks on the north side of the court, situated between 134 Anderson Street and 10 St. Leonards Court.

This measure will support the Council’s objectives of enhancing residential amenity and effective traffic management in high-density areas. We urge a swift review of this critical liveability issue.
