Complaint Regarding Non-Compliance with City Ordinance No. 043-2020 (Videoke Ordinance)
We, the undersigned residents of Inzo Arnaldo Village, respectfully write to express our growing concern and discomfort regarding the persistent noise disturbances caused by several entertainment establishments located at Gaisano Arcade — namely JB Bar, SamePlace, Happy Family KTV, and others. It has come to our attention, and personal experience, that these establishments regularly operate with excessive noise levels that extend well beyond the permitted hours under Roxas City Ordinance No. 043-2020, also known as the “Videoke Ordinance.” This ordinance strictly limits the use of loud videoke and sound systems to certain hours, with specific restrictions against noise late at night. Unfortunately, the loud music and singing often continue until 3:00 or even 4:00 a.m., particularly during weekends. The volume of the noise reaches our homes and severely disturbs our sleep and peace of mind. Many residents, including families with young children and working individuals, as well as the sick people in the nearby Memoria Hospital are unable to rest properly due to the volume and duration of these disturbances. This is not only a nuisance but also a potential health hazard, as repeated sleep disruption contributes to stress and other long-term effects on well-being. We firmly believe that everyone has the right to peace and quiet within their own homes, especially during nighttime hours. We respectfully urge your offices to:
1. Investigate the reported violations by the aforementioned establishments.
2. Enforce the provisions of Ordinance No. 043-2020 regarding permissible operating hours and sound levels.
3. Issue appropriate warnings or sanctions to non-compliant businesses.
4. Consider additional measures to prevent future violations and protect the welfare of nearby residents.
We sincerely hope for your prompt attention and action on this matter. Our community is committed to maintaining a peaceful coexistence with local businesses, but we also seek fairness and compliance with the law. Thank you for your time and service to our community.
Sincerely,
Residents and establishments in Inzo Arnaldo Village Cadimahan
