/ #1322015-07-28 17:26جناب آقای دکتر آخوندی وزیر محترم راه و شهرسازی با سلام پیرو فرمایشات مورخ 1/5/94 جنابعالی مبنی بر " حق انتخاب مهندس ناظر به مالکان و کارفرمایان واگذار می‌شود " مواردی به شرح ذیل به استحضار میرسد:1-ﺑﺮاﺳﺎﺱ ﺑﻨﺪ 2-5-4 ﻣﺒﺤﺚ ﺩﻭﻡ ﻣﻘﺮﺭاﺕ ﻣﻠﻲ ﺳﺎﺧﺘﻤﺎﻥ ﻣﺎﻟﻚ ﻫﻴﭻ ﮔﻮﻧﻪ ﻧﻘﺸﻲ ﺩﺭﺗﻌﻴﻴﻦ ﻧﺎﻇﺮﻧﺪاﺷﺘﻪ ﻭ و انتخاب ناظر ﺗﻮﺳﻄ ﺳﺎﺯﻣﺎﻥ ﻧﻆﺎﻡ ﻣﻬﻨﺪﺳﻲ ساختمان استان اﻧﺠﺎﻡ و سپس به مالک و مرجع صدور پروانه ساختمان معرفی می شود. 2- ﺑﺮاﺳﺎﺱ ﺑﻨﺪ 2-5-5 ﻣﺒﺤﺚ ﺩﻭﻡ ﻣﻘﺮﺭاﺕ ﻣﻠﻲ ﺳﺎﺧﺘﻤﺎﻥ ﻫﺮﮔﻮﻧﻪ ﺭاﺑﻂﻪ ﻣﺎﻟﻲ ﻣﻴﺎﻥ ﻧﺎﻇﺮ ﻭﻣﺎﻟﻚ ﻣﻤﻨﻮﻉ ﺑﻮﺩﻩ ﻭﺑﺎ ﻣﺘﻦ ﻭ ﺭﻭﺡ ﻗﺎﻧﻮﻥ ﻣﻐﺎﻳﺮﺕ ﺩاﺭﺩ ﺗﺎ ﺟﺎﻳﻴﻜﻪ ﻣﺎﻟﻚ ﭼﻨﺎﻧﭽﻪ ﺧﻮﺩ اﺯ اﻋﻀﺎﻱ ﺳﺎﺯﻣﺎﻥ ﺑﺎﺷﺪ اﺟﺎﺯﻩ ﻧﻆﺎﺭﺕ ﺑﺮ ﻣﻠﻚ ﺧﻮﺩ ﺭا ﻧﺪاﺭﺩ. 3- بر اساس قانون نظام مهندسی و کنترل ساختمان ایمنی ، بهداشت ، بهره دهی مناسب ، آسایش و صرفه اقتصادی ساختمانها در جهت حمایت از مردم به عنوان بهره برداران از ساختمانها بعهده وزارت راه و شهرسازی ( به عنوان نماینده دولت ) میباشد. ولی فرمایش جنابعالی مصداق " گوشت را به دست گربه دادن " است چون اغلب مالكان بدنبال ناطرى كه سخت گير نباشد وبزعم آنها چوب لاى چرخ منافعشان نگذارد میباشند. پس تامین امنیت جانی و مالی بهره برداران ساختمانها ( مردم) که بعهده وزارت راه و شهرسازی میباشد چه می شود؟ 4- فرمایشات جنابعالی در تناقض با اصلی ترین مشکل مهندسان یعنی معیشت و اشتغال آنها میباشد زیرا با رویه مورد نظر جنابعالی مجددا بر میگردیم به سالیان گذشته که در رقابت بر سر بدست آوردن کارهای نظارت ، قیمتها می شود همان قیمتهای نازل گذشته و باز بر میگردیم به صوری کاری گذشته. با عنایت به مطالب مشروحه فوق از جنابعالی تقاضا دارم نسبت به اصلاح فرمایشات خود در اسرع وقت همت فرمائید زیرا تبعات اجتماعی آن در سطح کشور میتواند بسیار باشد. |
