It’s simply not sustainable to expect households to pay an extra 20-30% and expect communities to set up SRAs because the services we receive are simply inadequate - and unlikely to change even if we are charged more. The city ran out of water so we helped by installing boreholes. Eskom stopped maintaining until things broke so disaster. We helped by installing solar.We sweep the road outside our house. All to help the city now they laugh at us and kick us in the bum👎👎👎👎👎
I don’t use water or electricity so the only way is for them to attack people like me is to load the connection fees plus street sweeping which they never do in my road! The more expensive houses pay more.👎

I strongly object to the proposed new municipal tariff structure, based on property rates. I also object to ANY tariff increases above the official Consumer Price Index (CPI). Households are already struggling to afford the electricity increases, high fuel and food prices, and the VAT increase on top of it all. Water, Sanitation and Refuse costs must be based on usage Not Valuation. No to the New Cleaning Tariff. It’s illegal I am a pensioner and cannot afford the proposed increase in my Property Rates and Services. The City of Cape Town is forcing me out of my house. It has paid above inflation increases to CoCT employees at my expense. It fails its own criteria of treating all its Ratepayers Fairly and Equitably. I feel that the proposed increase is unfair.I am a pensioner already struggling to make ends meet. Because my monthly pension is just R2000 over the qualifying amount for a rebate and my property has been valued over R2 million l am paying exorbitant rates that are way above my means.
While my annual pension increase is based on CPI, this year only 2,5%, how am l expected to cope not only with a property rates increase of 30%, electricity increase of 12%, increased water tariff based on the value of my property, but also increases in my medical aid, insurance and an overall vat increase?
This is may be a "budget of hope" for the so-called indigent, but for the "missing middle" and pensioners like myself it is more like a budget of despair!
Property rates should not be based on unrealistic municipal valuations but on the owners' income.

If the new rates predicted by the City’s Rates Calculator are correct, our Property Rates & Taxes will increase by between 22–30%, pending any new valuations. That is excessive.We’ve lived in the same property for 12 years. We’re a young, local, born-and-bred Cape Town family who love this city—but these increases feel completely unreasonable. Law-abiding, tax-compliant citizens are being taxed into oblivion. We’re being milked dry.
While I understand the intent behind the so-called “Budget of Hope,” the reality is that it may have the opposite effect for families like ours. I now have to consider making serious trade-offs that will directly impact the livelihoods of those who depend on us.
For example: we may have no choice but to let go of the incredible woman who has worked with our family for the past six years. She earns a decent salary, has full-time employment, and contributes actively to the local economy. We also fund her children’s education—her son is currently studying at Rosebank College. All of that is now at risk, simply because we are expected to absorb yet another unjustified hike, on top of rising inflation and everyday living costs.
We don’t earn rental income from our home—this is not an investment property. Yet, the property’s value has increased largely because we’ve kept it well-maintained and consistently paid our taxes. Now we’re being penalized again for doing things right. That feels discriminatory.
This isn’t just about us. Unchecked increases like these destabilise communities, pushing long-standing residents out of municipal areas they helped build. You’re creating a class of displaced locals while favouring absentee foreign ownership and short-term lets.
If more equitable revenue is the goal, consider taxing second homes, holiday properties, and short-term rentals at a higher rate. That could ease pressure on long-term residents, address Cape Town’s housing crisis, and bring in additional funds—without destroying the backbone of your local tax base.
Something has to give! Financially and politically, especially if these concerns are not being addressed and/or answered.

The DA claims to care for the people by being against the VAT hike. But the ridiculous annual rates increases, especially this proposed increase, is making it impossible for normal people to continue living in their homes. We would need to spend half a million Rand per month to save the VAT in what they propose the increase should be on our rates. Why on earth do they need R150000 per month just to sweep our short street of 150m long? Increase rates with 30% is just not reasonable. If we work out with inflation every year what our rates bill should be since the house was bought in 1999, we should now be paying R700pm. The city wants more than 10 times that per month! We do not earn politician salaries. There are homeless people everywhere, who don't pay any rates and who the city does not remove. We have to pay exorbitant fees to keep ourselves safe with security, because the police does not keep up and the city is not doing anything. The mountain is unsafe. I appreciate the CofCT need to help those on very low or no income.However, I am a pensioner on a fixed income and simply cannot afford annual rates increases of 11%+. Our water infrastructure is falling apart yet no capital is allocated towards this for our suburb.The basis of allocation is unfair when based on property value when it includes improvements already paid for. One redeveloped house with one resident will pay more than the dilapidated house next door with six residents. Yet the redeveloped house cost mire and makes the city look better but is punished as the property value is much higher.

I am a single mother and was forced to pay R32000 in the SV2018 valuation period and I have never received a rebate.It is ridiculous that they keep on increasing rates but service is not delivered. I complained about a rusted electrical pole two years ago and nothing has been done about it. There is litter on the streets and it takes them forever to attend to leaks or power outages

You are bleeding us dry. Linking water and electricity charges to property values is discriminatory. High property values do not necessarily translate into increased disposable income. Water and electricity connectivity should not be tied to property values. What happened to the concept of water being a basic right? While I can accept that the City needs to maintain infrastructure, you are commidifying a natural resource and disproportionately charging some on perceived wealth and not on actual increased use of your infrastructure. We are already paying rates linked to property value. Now you are double dipping with additionally elevated charges linked to property values as well. Furthermore, in our area, we are aware you are trying to push a CID on us, on top of all this additional tax extraction. So there's going to be another level of taxation there, in which you will hand over the actual work to the CID and its "service providers", but still plan on charging us for them, too. I have very little services from CoCT, as I have no municipal water connection, no sewerage connections and no benefit from subsidized electricity as we are Eskom direct. Municipal services like Law Enforcement are pathetic in their response to any issue and our road is a private one that is maintained by the homeowners.
